Is the FAS Catalog Platform Now Mandatory, and How Do You Get Your Catalog Found? 

A new MAS awardee in 2026 went looking for the Schedule Input Program everyone told them to use, and it was not the tool anymore. GSA had moved catalog management to a new system, and the old guides they were following described a workflow that no longer applied. The FAS Catalog Platform (FCP) is GSA’s web-based system for managing the product and service catalogs that publish to GSA Advantage, and it is now mandatory for new MAS awards. As of November 6, 2025, all new MAS contracts automatically onboard into FCP, and starting April 6, 2026, contractors moving through FCP onboarding are required to update their Terms and Conditions (T&C) file. The legacy Schedule Input Program (SIP) is being retired. 

What Is the FAS Catalog Platform, and What Replaced? 

FCP is the system contractors use to upload, manage, and update the catalog data that appears on GSA Advantage. It replaces the older Schedule Input Program (SIP) workflow that vendors used for years. 

The shift in plain terms: 

  • New MAS awardees are onboarded into FCP automatically. Since November 6, 2025, new contracts go straight into the platform. 
  • FCP manages both product and service catalogs. The current focus has been transitioning service catalog contractors, a group SIP handled awkwardly. 
  • GSA is requiring migration to FCP through a baseline modification for existing contractors, so this is not optional housekeeping. 
  • SIP is on its way out. Advice built around SIP is increasingly stale, which is why most “how to use GSA Advantage” content online no longer matches reality. 

If your mental model of catalog management is still SIP, that is the first thing to update. 

What Is the T&C File Update, and Do You Need It? 

The Terms and Conditions file update is a required step in FCP onboarding starting April 6, 2026, and it applies especially to newer contractors and anyone making a baseline catalog action. It is how your contract terms get correctly represented in the platform. 

You likely need to address the T&C file if you are: 

  • A contractor awarded after August 28, 2025, moving through FCP First Steps onboarding. 
  • A brand-new FCP user setting up catalog management for the first time. 
  • An existing FCP user adding catalog offerings that require a new Baseline action. 

Getting the T&C file right matters because it sits underneath everything else. A catalog built on an incorrect or incomplete T&C foundation creates downstream problems that are harder to fix than to prevent.
