Jerry McGinn, executive director of the George Mason University School of Business’ Center for Government Contracting, has received the 2025 Wash100 Award from Executive Mosaic CEO Jim Garrettson.

McGinn earned his third Wash100 Award for his significant work associated with the GMU Center for Government Contracting. Under his leadership, the center became one of the leading national hubs dedicated to government contracting, particularly matters related to business, policy and regulatory issues.

The GMU executive also spearheaded research efforts on industrial mobilization, procurement reform and defense acquisition systems. This includes plans to conduct vital research and hold key events on pressing GovCon matters such as the White House’s Department of Government Efficiency, or DOGE, and reforms to drive technological innovation.

Furthermore, McGinn testified before the Senate Armed Services Committee regarding the need to address industrial mobilization. He also published a report on mobilizing the defense industrial base in preparation for future conflicts.

“It is a true honor to be selected for the Wash100 this year,” said McGinn. “It is particularly an honor to be the sole awardee from the non-profit sector, or academia, in this year’s cohort.”

“Our collective GovCon industry needs people like Jerry. He works agnostically within the portion of academia that overlaps GovCon, shaping today’s leaders as well as the leaders of tomorrow,” remarked Garrettson.

“As executive director of GMU’s Center for Government Contracting, Jerry has led vital research on industrial mobilization, procurement reform and DOGE. His research shapes national security discussions, and his Senate testimony last year reinforced his role as a key voice in the industry. With these major research wins, plus a forthcoming book on the defense industrial base, Jerry continues to provide leadership in the academy for a sensible foundation of GovCon education,” added the Wash100 Award founder.
